She also detailed the government’s difficulties without a solid base in Congress. “The fact that we do not have a large bench in Congress made us govern with part of those who were on the other side. Conservative forces, strengthened by the increasingly expanded tax budget and the release of amendments that replaced the old secret budget, exert a strong influence in the Legislative and even in the Executive.
